Time to Prepare for the Riksbank's new Reporting of Payment Statistics - What is Required?

Introduction

Payment service providers and payment system operators (reporting agents) shall, as of 1 October 2026 report payment statistics to the Riksbank. The payment statistics shall be reported via the Riksbank's API in JSON format, at transaction level and at aggregate level, in up to 17 different templates.

Payment Service Providers

Payment service providers shall report the items listed in section 3 of RBFS 2025:1 in accordance with section 5 of The Riksbank's instructions for reporting payment statistics. They should only report the templates that relate to the payment services they provide. The table below shows the items to be reported and the category to which these items belong.

The minimum reporting frequency for payment service providers is determined in accordance with section 4 of RBFS 2025:1. Transaction data shall be reported on a weekly basis, with the exception of credit transfers, which shall be reported on a monthly basis. Direct debits and aggregated items shall be reported monthly, while quantity items shall be reported semi-annually.

The Riksbank may, pursuant to Article 5 of RBFS 2025:1 notify payment service providers that they may report with a different frequency. This means that transaction data may be reported quarterly if the market share for the payment service provider's group within a certain activity is between 5-15 %, or annually for all reports if the market share is less than 5 %. The Riksbank will assess and notify the payment service providers covered by these exemptions in Q2 2026.

Payment System Operators

Payment system operators are defined as the company that is legally responsible for a payment system. They shall report the items described in section 7 of RBFS 2025:1 and contain the information described in section 6 of The Riksbank's instructions for reporting payment statistics. Payment system operators shall report quarterly information on the activities for which the system is used, in accordance with section 8 of the RBFS 2025:1. The table below shows the items to be reported and the categories to which they belong.

Scope

The Riksbank's regulations only apply to reporting agents that are either domiciled in Sweden or that are a branch of a foreign payment service provider domiciled in Sweden. If a reporting agent has operations abroad, statistics shall only be reported for payments made directly across national borders and not via branches or subsidiaries abroad. Payment service providers that only offer account information services are not subject to the reporting requirements. Reporting agents must determine which templates are applicable given the payment services they provide, the frequency with which these templates are to be reported and the data needs for preparing the reports with guidance from the Riksbank's rules.

Reporting Format

Reports shall be provided in JSON format, consisting of a root object describing the reporting entity and child objects describing the records that are the subject of the report. Each attribute in the objects is subject to formatting rules and restrictions. To ensure that the reports are in the correct format, they must be validated with The Riksbank's Pydantic schedules, which can be found in their GitHub repo. After validation, the reports will be uploaded through the Riksbank's Payment Statistics API with the company's authentication solution. According to the Riksbank, test reporting should have been initiated no later than 1 September 2026, since the first weekly reporting should take place no later than 8 October 2026. All in all, this means that data collection and the design of the reports should begin as soon as possible.
